The group has still not selected an identifiable leader. NSC R. Sykes facilitated welcome and introductions.

 

Blight Update, John Stewart: Mr. Stewart provided information about massage and tattoo parlors. These types of businesses fall under the directive of the City Manager's office (CMO) and the process does not allow for community input. This may be an oversight of the City Manager's office. Tattoo and palm readers are not covered under the CMO process. Perhaps the process can be evaluated with letters from the community. Ms. Milton has agreed to write the letter to the City Manager's Office. A questioned was raised about tattoo parlors being licensed by the state because of the needle issue. Perhaps massage parlor owner can be asked to attend future merchant or NCPC meetings.

 

Doug's Tattoos has a problem disposing used needles properly. The owner informed J. Stewart that he was not aware of the County's disposable needle program. Stewart will be working with the owner to have this oversight corrected.

 

Hillcrest Motel: It was suggested that perhaps the next step for this property is redevelopment. The owner has to replace the retaining walls, which will be a major undertaking. Also a letter signed by a Hillcrest employee and forwarded by Mr. Chou to NSC Sykes stated his employees would no longer engage in nuisance/criminal activity. The Hillcrest is up for sale with an asking price of 2.3 million. Adell Court: Enclosures of the garbage cans are difficult because of the grade. Stewart will not force the owner to comply. Success BBQ: This place has been much cleaner since a visit by Mr. Stewart. This business may qualify for facade improvement. Follow up is being done by CEDA. Albertson's: The City is working with the private owner and Albertson's to ensure the property is maintained; the removal of debris on a regular basis. In addition, the manager of Longs Drug Store has contacted Albertson's headquarters in Southern California seeking their assistance in maintaining the property. In some cases, Long's staff has cleaned the property on behalf of Albertsons.

 

 

2002 Priorities

 

a.             Billboards: Ms. Milton spoke with Leslie Gould of Zoning who will have an inspector review billboards from Dimond to 38th Avenue. Billboards are supposed to advertise what businesses sell if billboard is on business property per the city ordinance. Gould will follow up with Ms. Milton on billboard status. It should be noted that billboard leases are private contracts between businesses and the billboard company.

 

 

 

 

b.             2276 McArthur: J. Regan wrote a letter to the property owner expressing his concerns about the nuisance activity by tenant "Dwayne." It was suggested that Mr. Regan file an elder abuse report with the state. A letter should be written by NCPC to Ms. Cheung and copy sent to Section 8 housing (HUD).

 

c.              Hillcrest: Tabled until February's meeting.

 

d.             Bank of America: There are clogged gutters on B of A's property. C. Casabar will write a letter to B of A asking for scheduled maintenance. C. Casabar will make determination if letter should be written if clog is not drained.

 

e.             Tree Beautification: J. Hill with assistance from S. Cohen has identified 43 locations for tree planting. A meeting will be scheduled with Parks and Recreation and Dimond residents to discuss plans for trees.
