Dear Mary,

This morning I woke up at 4:20 am to the noise of a Waste Management truck delivering a new dumpster to Sequoia Elementary School. I had just fallen back asleep when at 6:20 am another Waste Management truck arrived to empty the dumpster. The dumpster is usually emptied on a daily basis at 7 am.

Can you please identify the appropriate person at Waste Management to contact regarding this problem?

I live across the street from the driveway and school yard of Sequoia Elementary School. Our neighborhood organization has contacted the school and OUSD on a number of occasions to request that they reduce the noise of the school bells and loudspeaker, as well as address other problems. These requests have been acknowledged but never acted upon.

Can you please help me identify the ordinance(s) or laws that are intended to protect Oakland residents from noise pollution both by time of day and by level of noise?

Please don't tell me that garbage companies and schools are exempt from such rules...

How do you suggest I go about solving the noise pollution problem in our neighborhood?
