The City is divided into three Police Areas, which are subdivided into Police Service Areas. Each PSA has a lieutenant working as the PSA Commander who directly supervises the day shift (7 a.m. to 5 p.m.) and is responsible for the overall coordination of PSA priorities/issues with the captains who supervise the afternoon shift (2 p.m. to midnight) and the midnight shift (9 p.m. to 7 a.m.) .
A PSA is divided into beats of 5,000 to 7,000 residents. Each beat will have a Neighborhood Crime Prevention Council (NCPC) with an assigned Neighborhood Services Coordinator who assists the NCPC in accessing city resources that address the public safety issues the community has prioritized.
Each PSA will have two Problem Solving Officers who will train and assist patrol officers in problem solving methodology, and will keep track of the problem solving projects under way in the PSA.
Police Service Area 4
PSA 4 sergeants and officers working on the afternoon shift (2 p.m. to midnight) and those working on the midnight shift (9 p.m. to 7 a.m.) no longer report to Police Service Area (PSA) Commander Lieutenant Breshears. These sergeants/officers are under the direct supervision of the Watch Commander (captain) and his two lieutenants. Therefore, if you have issues that are occurring on the afternoon or midnight shifts, or questions regarding police response on the afternoon or midnight shifts, you should do the following:
- Afternoon shift (watch) (2 p.m. to Midnight): Send an email to Captain Frank Lowe: flowe@oaklandnet.com and Lieutenant Brian Thiem: BeThiem@oaklandnet.com
- Midnight shift (watch) (9 p.m. to 7 a.m.): Send an email to Captain Dennis Shinn: dshinn@oaklandnet.com, Lieutenant J. Denson: jdenson@oaklandnet.com and Lieutenant William Dorsey: wdorsey@oaklandnet.com.
A copy of the emails should also be sent to PSA Commander Lieutenant Breshears at: ecbreshears@oaklandnet.com. His office is located at the Eastmont Mall Station (7200 Bancroft). His number is 777-8521. Although Lieutenant Breshears only works directly with the PSA 4 Crime Reduction Team (CRT), the problem solving officers (PSO), walking officers, the Neighborhood Services Coordinators (NSC) and the sergeants and officers that work day shift (7 a.m. to 5 p.m.), he is responsible for the overall coordination of PSA priorities/issues with the other commanders.
The captains and lieutenants on these watches are expected to support PSA/NCPC priorities as time permits. When you send an email to these captains and lieutenants you should expect that they minimally forward the emails or communicate the issues to the patrol sergeants and officers working in the area. It is difficult to reach these commanders by phone; however, a message can be left at 238-3414.
If you have complaints regarding drug dealing, you should do the following:
(1) Call the drug hotline at 238-DRUG. These calls can be made anonymously; however, do not expect an immediate response. These calls are recorded and the information is distributes throughout the Department for follow-up. When you call please try to provide the following information:
- Where the drugs are being sold?
- From a house?
- At the street corner?
- How are they being sold?
- Is there a middleman who flags people down and "directs them" to
another (drug dealer) person?
- Is the person who initially makes contact selling the drugs himself?
- Where are the drugs?
- Does the dealer "spit" them out of his mouth?
- Does the dealer take them out of his pocket?
- Does the dealer take them out from under a bush, etc?
Does the dealer keep a "stash" somewhere?
- Give a complete description of the suspect:
- Male
- white/black
- 25-30
- 6' 200 Muscular build
- Long black hair to the shoulder
- Dark/fair
- Mustache
- Wearing:
- Black baseball cap with the letters "D-boy"
- black jacket with "Raiders" printed on the back
- Gray t-shirt
- black jeans
- red tennis shoes
Where is he? Is he walking away? If so, what direction? Is he in a car or on a bike? The more details the better.
Drugs (2) Send an email to Sergeant Sharron Williams, Crime Reduction Team 4 (CRT4) supervisor: sjwilliams@oaklandnet.com with a copy to PSA Commander Lieutenant Breshears: ecbreshears@oaklandnet.com. Send a copy of the email to the captains and lieutenants, listed above, who are working at the time the drug dealing is taking place.
