Description of Property: Ecology House consists of 11 units that provide housing for people with multiple chemical sensitivities.
Summary of the position: Under the leadership of Mercy Services Corporation and the Property Supervisor, the Property Manager II is responsible for the overall operation of the property and to ensure the coordination of multi-layered services. This will include the development of a supportive and nurturing environment for the residents of the community, as well as assuring compliance with Regulatory requirements for this housing program. The Property Manager II is required to be available to respond to emergency situations outside of regular business hours. She/he must relate well to people, have demonstrated concern and sensitivity, and exercise good judgment in dealing with applicants, residents, and co-workers. This individual is expected to be a team player as well as to provide leadership and effective supervision for the staff of the property.
DUTIES AND RESPONSIBILITIES:
LEASING/OCCUPANCY
- Interview all applicants to determine eligibility.
- Receives and processes completed applications. Completes reference and credit checks to assure quality residents.
- Completes and submits necessary paperwork for tenancy:
a. Security Deposit Agreement
b. Lease and Addenda
c. Income Verification
- Coordinates move-in of new resident. Provides introduction to property services, with the services of staff members. Completes unit inspection with resident on or before move-in. Advises resident of proper operation of appliances. Ensure resident has received the Resident Handbook, outlining the rules and regulation of the property.
- Monitors advertising and Waiting List to assure full occupancy.
- Enforces and follows all Fair Housing rules and regulations.
- Coordinate move outs overseeing the completion of the apartment inspection and refund of security deposit.
ACCOUNTING
- Supervise the rent collection process
- Monitors rent collections as directed by the Property Supervisor. Maintains accurate tenant receivable accounts
- Supervises and monitor the preparation of bank deposits
- Supervise delinquent notice process and adds late charges as appropriate
- Supervise the collection and prepare for deposit of all other income
- Supervises the submission of approved invoices
- Process and approve payroll
- Assist Property Supervisor in the development of the annual budget
MAINTENANCE
- Monitor all resident complaints, including but not limited to: repair requests, resident relations, resident assistance, etc
- Monitor a maintenance log for all units
- Monitor the maintenance & janitorial needs of all common areas and grounds
- Monitors preventative maintenance schedule
- Monitors the coordination of on-site staff, assignment of work orders that have been received and the priority in which they are to be completed
- Monitors the coordination of maintenance contractors, monitoring work done, time, and material used. Approves invoices for payment and forwards to Property Supervisor
- Monitors inventory of required supplies and ensure adequate materials and equipment.
GENERAL:
- Hires, orients, and supervises staff assigned to the property.
- Actively encourages community development among residents through social gatherings, ResidentsĖ Council, bi-monthly Community Meetings and regularly scheduled events
- Works with program staff to assure adequate communication with residents. Works cooperatively with program staff to meet resident needs
- Assures compliance with all regulations for funding sources, (i.e. HUD, Department of Public Health, NCOA etc)
- Responsible for the overall physical condition of the property
- Other duties assigned to ensure the smooth operation of the property.
QUALIFICATIONS - Training, Education, and Experience:
Bachelor's degree in human services or related field preferred.
Experience/Training in Human and Social Services
Supervision, leadership, or community building experience required.
Experience related to the affordable housing.
Ability to effectively manage and solve complex problems.
Demonstrated good interpersonal, listening, and organizational skills.
Demonstrated good verbal & written communication skills
Ability to meet deadlines
Flexibility; ability to work in a complex organization; ability to relate effectively with people of diverse backgrounds
Ability to work in a collaborative manner with site team, residents and other agencies
Ability to utilize computer software to include: word processing, accounting spreadsheets, property management tools & email
Ability to relate professionally with vendors, residents and co-workers
Valid California driverĖs license and/or access to reliable transportation
